The U.S. Environmental Protection Agency (EPA) defines water system capacity development as "the process of water systems acquiring and maintaining adequate technical, managerial, and financial capabilities to enable them to consistently provide safe drinking water." Capacity development is especially important for small systems, EPA notes, because it is in these systems where the majority of compliance problems occur.The information contained in this part of the National Environmental Services
